The
Department of Transportation wants to prevent alcohol and
controlled substance abusers from performing safety sensitive
functions. When a DOT-mandated or non-mandated employee
violates the drug and alcohol regulations for the Department
of Transportation, they are required to be evaluated by
a Substance Abuse Professional. The services at Kolpia Counseling
are administered according to current DOT 49 CFR Part 40
Procedures. The Substance Abuse Professional (SAP) at Kolpia
Counseling is Steven Fogelman. He is a Board Certified Addiction
Counselor that is licensed to perform assessments for the
Department of Transportation.
The
assessment with the Substance Abuse Professional will
determine appropriate diagnosis of alcohol and substance
abuse disorders. He will determine what level of care
will be provided. Recommendations include assistance,
education or treatment for the employee to resolve problems
that are related to alcohol or substance use, misuse or
dependency. In addition, the SAP evaluator will also follow
up to determine if the employee has successfully complied
with the treatment recommendations. Once the recommendations
have been completed, the referral source will receive
a written notification.
In
addition to the SAP services provided for those who test
positive under DOT guidelines, the Substance Abuse Professional
at Kolpia Counseling can provide training and consultation
to companies to assist them in being compliant with DOT
regulations.
